New, Renewable Scholarship
A family’s memorial has been established to recognize Phil Carter, one of the Foundation’s nine founding trustees. The first Philip Carter Memorial Scholarship will be awarded in 2018 to a Northshore senior pursuing a career in business or the law.
The $5,000 scholarship is renewable for three academic years. The memorial is established by Katie Carter and Phil and Katie’s children Robb Carter, Charles Carter and Ann Tillotson.
Phil Carter was a 1959 graduate of Bothell High School and a graduate of the University of Washington law school. He served as general counsel for Evergreen Hospital district, was a member and past president of Northshore Rotary Club. He was one of nine Northshore Rotarians who organized the non-profit scholarship foundation in 1984.
In Phil Carter’s memory this year, the family also agreed to provide funds for the renewal of the 2016 Northshore Community Scholarship of Kaylen Dailey who is attending the University of Washington in the field of business. The $5,000 grant is also renewable.

- 77 individual grants were awarded to graduating seniors of the Northshore High Schools and to students at Cascadia College and UW Bothell.
- 19 grants were renewal scholarships.
- $2,662 in average individual grants were awarded.
- 46 sponsoring community partners funded scholarships.
- $1.6 million in investable assets have been reached.
