Criteria
- Attend an accredited private or public four-year institution.
- Be a graduating senior at any one of the six secondary schools within the Northshore School District.
- Minimum GPA to receive scholarship is 3.5.
- Candidates will have a strong record of service to community, school and others.
- Limited to the fields of either Business or Law.
- Demonstrates a financial need.
- Must provide grade transcripts and scores for SAT or ACT.
- Letters of recommendation accepted, but not required.
Requirements
- Finalists will be interviewed by a team comprised of, or appointed by, the Carter family.
- Recipient is encouraged to apply for renewal based on evidence that the recipient is progressing satisfactorily toward completing a college education within a reasonable period.
- Student to maintain a 3.0 grade point in college, and continue to show commitment to service.
- The scholarship is renewable for three academic years.

About the Sponsor
The scholarship is awarded by the Carter family in recognition of the community service of Philip Carter. He was one of eight Northshore Rotarians who established this non-profit scholarship foundation in the spring of 1984. He is a past president of the Northshore Rotary Club. Phil Carter graduated from Bothell High School in 1959 and received his law degree from the University of Washington in 1965. He was affiliated for 33 years with the Evergreen Hospital District as legal counsel as well as serving the Evergreen Hospice and Evergreen Hospital Foundation as a founder and president.
